Personal Mobility / Light Vehicles Insurance in Spain

Personal mobility / light vehicles, as defined by the General Vehicle Regulations, are vehicles with one or more wheels, equipped with a single seat and powered exclusively by electric motors capable of providing the vehicle with a maximum design speed of between 6 and 25 km/h. They may only be equipped with a seat or saddle if they are equipped with a self-balancing system. This definition excludes vehicles for persons with reduced mobility. Less than 25 kg, not exceeding 25 km/h; those weighing more than 25 kg and not exceeding 14 km/h.

Civil Liability insurance coverage can be provided for personal mobility vehicles:

It is mandatory that the PMV or PLV have insurance?

  • It is mandatory to register most vehicles with the DGT and have an identification label/license plate linked to the registration number.      
  • License plate format: Letter M+4 digits+3 letters

    • Property damage: €1.3 million.
  • Occupants: Individual driver accidents: Compensation for death, disability, and medical expenses due to a traffic accident. Maximum medical assistance: €6,000. The Health Assistance will have a maximum capital of 6,000 euros with a maximum of one year from the date of the accident .
  • Legal defense for drivers: Criminal defense in case of a traffic accident, claims for damages, and defense against fines. Up to €600/claim, maximum of €1,800/year.

Exclusions:

  • Vehicles designed and manufactured to be used exclusively by the Armed Forces
  • Motorized vehicles or mobility and personal autonomy support devices that are intended exclusively for use by people with disabilities or reduced mobility
  • Pedal-assisted cycles or bicycles equipped with an auxiliary electric motor with a maximum continuous rated power of less than or equal to 250 W, whose power gradually decreases and is finally cut off before the vehicle speed reaches 25 km/h if the cyclist stops pedaling.

It is also advisable to:

  • The use of a helmet, even when the municipal ordinance does not consider it mandatory.
  • Liability insurance (required as of January 2026) Insurance is per person / vehicle.
    If two people share a vehicle, they must each have a policy for that vehicle.

How to Register an Electric Scooter in Spain

Step-by-Step Guide to Scooter Registration

1. Visit Your Local DGT Office
Start by submitting a registration application at your nearest Dirección General de Tráfico (DGT) office.

2. Pay the Official Registration Fee
You will need to pay the standard registration fee, which is similar to the fee applied to mopeds and light vehicles.

3. Prepare Your Documentation
Make sure you bring the following documents:

  • Valid identification (passport or NIE)
  • Proof of ownership (purchase receipt or invoice)
  • Technical documentation for the scooter
  • ITV inspection card, if required

4. Pay the Municipal Road Tax
Before registration is finalised, you must pay the local vehicle tax (Impuesto de Circulación) at your town hall. Submit both the original receipt and a copy.

5. Arrange Mandatory Scooter Insurance
Once your scooter is officially registered, you are legally required to take out civil liability insurance. This protects you in case of accidents and damage to third parties.
